2026 Budget: the Lecornu government's main tax measures

Presented in January 2026, the Lecornu government's budget comes at a time of economic slowdown and persistent pressure on public finances. Several structural tax measures are attracting attention, including the indexation of the income tax scale, the extension of the Differential Contribution on High Incomes (CDHR), the introduction of a tax on holding companies and the modified renewal of the Dutreil pact.

Indexation of the income tax scale

In order to avoid an automatic tax increase for employees who have benefited from a salary increase, the 2026 budget provides for a revaluation of the income tax scale. This measure affects all tax households subject to income tax and limits the increase in taxation on earned income and pensions. In addition, the government has decided not to replace the 10% allowance enjoyed by pensioners on their pensions with a flat-rate allowance of €2,000.

Extension of the CDHR: a one-off contribution becomes permanent

Initially presented as a temporary measure, the Contribution Différentielle sur les Hauts Revenus (CDHR) has been extended for a further three years. This contribution applies to households with incomes above €250,000 for a single person or €500,000 for a couple and whose average tax rate is below a minimum threshold of 20%. The aim is, of course, to place a greater burden on the highest earners in this budget.

Tax on holding companies

The 2026 budget introduces a specific tax on certain holding companies, particularly those with majority shareholdings that do not demonstrate effective management activity. The stated aim is to limit the use of purely asset-based structures for tax optimisation purposes, while preserving genuinely active groups. Certain real estate and asset holdings (yachts, racehorses, sports cars, etc.) that are not related to an economic activity would be subject to a flat-rate tax of 20%. As retroactivity is not possible in this situation, this tax would apply from 2027 onwards.

Dutreil pact renewed but amended

Good news for business owners: the Dutreil pact has been renewed, confirming the government's desire not to undermine business transfers. The 75% exemption from transfer duties remains in place, but personal assets not related to professional activity will be excluded from the scope of application and the required holding period for beneficiaries will increase from four to six years.
