Wealth management news in France: reforms, taxation and professional gatherings

The Zucman tax at the heart of the debate
Inspired by economist Gabriel Zucman, the Zucman tax, which proposes introducing a minimum tax rate of 2% on wealth exceeding €100 million, continues to spark heated political debate. Its supporters see it as a means of reducing inequality and combating tax optimisation by the ultra-rich, while its detractors fear tax exile and a brake on investment. With 1,800 taxpayers affected, the tax could bring in up to €20 billion per year according to some and €5 billion according to others. With France's debt having just exceeded the €3.4 trillion mark, Prime Minister Sébastien Lecornu, still accompanied by the outgoing government, the subject of new revenue, the Zucman tax and the new wealth tax remains at the centre of the autumn 2025 budget discussions.
A new status: private landlord
Faced with the housing crisis and the collapse of new home sales to private investors, the previous government had launched a review of the creation of a private landlord status. Inspired by the Daubresse-Cosson report, published in June 2025, and supported by the outgoing Housing Minister Valérie Létard, it aims to revitalise the sector by encouraging individuals to put properties back on the long-term rental market. The key benefits for owners include tax measures such as:
• Tax depreciation of the property
• an increase in the allowance under the micro-property regime
• an increase in the property deficit ceiling
• partial exemption from the IFI (property wealth tax) for certain properties, subject to conditions
• exemption from capital gains tax after 20 years of ownership
